DHS Appendix A - Final Rule
On 11/20/07, the DHS published the final Appendix A to its Chemical Facility Anti-Terrorism Standards. If a facility possesses a chemical listed in the appendix at or above the quantity noted, it must submit a Top-Screen assessment by 1/22/08.
After that, DHS will determine which facilities present a high level of risk; those will have to conduct assessments and implement a security plan that meets DHS standards.  http://www.dhs.gov/xprevprot/laws/gc_1166796969417.shtm

DHS Chemicals of Interest on Appendix A
There are approximately 300 chemicals of interest on Appendix A and include very common industrial chemicals such as chlorine, hydrogen peroxide, acetone and ammonia.
If you have a chemical of interest in a reportable quantity, you will need to submit a Top-Screen with 60 calendar days.

DHS Top Screen Submission Process
If a chemical quantity exceeds the threshold, then there is a requirement to submit a Top-Screen.
Top-Screen is an on-line consequence assessment tool that evaluates applicable chemicals and quantities to determine if the facility provides a high level of security risk and thus would be required to comply with the substantive requirements of CFATS.
