The Interagency Working Group on Import Safety submitted this Action Plan for Import Safety to President Bush.  It represents the culmination of thousands of hours of research and analysis, and public comment.
The Action Plan takes the form of 14 broad recommendations and 50 specific action steps based on Protecting the American Consumer Every Step of the Way: A strategic framework for import safety and the Immediate Actions Memorandum from 9.10.2007.

Program Structure Outline
Congressional staff members for three US senators and four members of the House of Reps. have sent a concept paper on electronics waste recycling to stakeholders in all camps.  The proposed framework talks about the way the program would be financed. 
It outlines the basics of managing the covered devices and touches on performance requirements.  The proposal also explains the roles meant to be played by states and the US Environmental Protection Agency.

An Act for a Healthier Massachusetts bill, which was introduced in 2005 and is still in committee.  The article is referring to an associated funding bill that did pass in 2005. It was also introduced prior to 2005 and did not pass. 
The 2007 bill seems to have more support that previous attempts so we'll have to see if it ever comes to a vote on the floor.
